You could obtain it by purchasing the Egg that was added with the new Update using Diamonds only, one egg costs 375,000 for the normal version and goes up to 3,375,000 for the golden one, they could be located inside the new area that was added. The chance of hatching the Scuba Dog is currently very low at 5.4%. It was released as a part of the Summer Update (Part 2) in June 2023.
